Position Description:
The Fleet Personnel Officer manages the crewing logistics team and works with seafarers, vessels, manning partners, and port agents to ensure that all joining, off-signing activities, and communications are performed effectively and efficiently.
This position works with the Personnel Manager and SCMIPL Mumbai Fleet Personnel team to ensure seafarers are competent and fit for purpose and works to engage and retain seafarers.
Job Responsibilities:
- Is familiar with the Health, Safety, Environmental Protection and Quality Policy (PL-005), and understands the responsibilities under the Environmental Management System (EMS). In keeping with this and other compliance policies, they understand their duty to report any environmental noncompliance and/or concern to their manager or members of the senior management team (including the highest level of management) either directly or through the open reporting system as per Management System guidelines
- Ensures crewing logistics team carries out seafarer and supernumerary joining and off-signing tasks in accordance with regulatory requirements and company policy (including compliance with flag state documentation and requirements) and communicates vessel joining details to manning agents
- Ensure that crewing logistics team communicates with vessel and addresses all queries with a timely manner
- Ensures crew management system is up to date; regularly checks seafarer data entry in company crewing software; prepares reporting on seafarers due off, director general reporting, and Protection and Indemnity (P&I) insurance
- Regularly coordinates with planners to thoroughly plan seafarer relief and on-boarding logistics; ensures staggering and overlap of senior staff and other ranks as applicable
- Provides updates to the Personnel Manager on crewing logistics operational status, and maintains good, timely communication; addresses concerns and grievances of ship staff on assigned vessels, and escalates them when necessary
- Follows up and communicates P&I issues related to seafarer injuries or illness on assigned vessels; may include liaising with the accounting and other members of fleet personnel and supplying them with supporting documentation
- Conducts pre-joining briefings and debriefings for junior officers and ratings; may also assist with selection interviews
- Approves travel expenses and vendors bills and issues purchase orders as required
- Conducts daily meetings with Personnel Officers for updates on crewing logistics operational status; communicates expectations to direct reports, manages performance and provides leadership and support to team members
- May act as back up when Personnel Manager is travelling or on vacation
- Monitors expenses of the department, submits monthly variance reporting tracks against budget. Ensures that all reporting employees adhere to company policies and procedures
- Communicates expectations to direct reports, manages performance, and provides leadership and support to team members
- Interview, assess, and select Fitter, Reefer Assistant, Gas Fitter, and Oiler candidates as required.
- Manage statutory flag-state documentation and compliance for vessels under Marshall Island, Liberia, Panama, and other flag administrations.
- Support vessel transition projects, including management changes, vessel takeovers, flag changes, vessel renaming, and associated crew planning and regulatory compliance.
- Coordinate and manage DG casualty reporting and regulatory compliance.
- Liaise with manning agencies, training institutes, medical providers, flag administrations, and internal stakeholders to ensure seamless crew management operations.
- Support continuous process improvement initiatives, operational projects, and compliance audits within the crewing department.
- Performs other duties as required
Requirements:
- Sailing experience as a Chief Officer or Second Engineer, or a minimum of six years of working experience in a shipping company, specifically in the crewing function (or similar industry set up)
- Candidates with relevant experience from crew management and fleet personnel are encouraged to apply.
- Proven ability to work under tight timelines with a structured mindset.
- For external candidates, minimum two years of supervisory or management experience
- Proficiency with Microsoft Office suite
- Sound organizational and planning skills
- Strong verbal and written communication skills, and good writing style
- Good interpersonal skills
